But If you want to create it directly on the internet, go to 000webhost.com, it is a free domain that provides every support that a .com domain has (php support, mysql support, database, phpmyadmin, etc.) It also comes with templates.

Maybe you should hold off of this and learn the basics of web design first.
HTML, PHP, and MySQL or any other Database would work.
